The Honourable Lois R. Hoegg, judge of the Trial Division of the Supreme Court of Newfoundland and Labrador, is appointed judge of the Court of Appeal of the Supreme Court of Newfoundland and Labrador (St. John's) to replace Madam Justice M.A. Cameron, who resigned effective May 15, 2010.
Madam Justice Hoegg was appointed to the Trial Division of the Supreme Court of Newfoundland and Labrador in 2007. She received a Bachelor of Arts (B.A.) from Acadia University in 1977 and a Bachelor of Laws (LL.B.) from Dalhousie University in 1982. She was called to the Newfoundland and Labrador Bar in 1983.
Prior to her appointment to the Trial Division, she practised with Ches Crosbie Barristers from 1992 until 2007. She was legal director for the Law Society of Newfoundland from 1989 to 1992, and Crown Attorney with the Department of Justice of the Government of Newfoundland and Labrador from 1983 to 1988. Her main areas of practice were civil litigation, personal injury law, administrative law, labour arbitration, professional discipline, wills and estates and criminal law.
Madam Justice Hoegg was Commissioner of the Royal Newfoundland Constabulary Public Complaints Commission, counsel at the Lamer Commission of Inquiry for the Department of Justice of Newfoundland and Labrador, chair of the Canadian Bar Association National Committee and Ethics and Professional Issues Committee, and president of the Canadian Bar Association, Newfoundland and Labrador Branch. She has lectured at the Law Society of Newfoundland and Labrador Bar Admission Course in the areas of professional discipline and civil litigation.
The Honourable Deborah J. Paquette, Q.C., Assistant Deputy Minister with the Department of Justice of the Government of Newfoundland and Labrador, is appointed judge of the Trial Division of the Supreme Court of Newfoundland and Labrador to replace Madam Justice L.R. Hoegg, who was appointed to the Court of Appeal of the Supreme Court of Newfoundland and Labrador effective June 18, 2010.
Madam Justice Paquette received a Bachelor of Arts (B.A.Hist.) in 1978 from Memorial
University and a Bachelor of Laws (LL.B.) from McGill University in 1981. She
was admitted to the Bar of Newfoundland and Labrador in 1981.
Madam Justice Paquette has been with the Department of Justice in various
capacities since 1987, including Assistant Deputy Minister, Courts and Legal
Services, from 2008 to 2010, and Assistant Deputy Minister, Civil Law, from
2007 to 2008. She practised with Wells, O’Dea, Halley, Earle, Shortall & Burke
(subsequently Wells, O’Dea, Halley; O’Dea, Earle; O’Dea,
Strong, Earle) from 1981 to 1987. Her main areas of practice were public law,
including administrative law, contract law, constitutional law, natural resources
law, access to information and statutory interpretation.
Madam Justice Paquette has been on the Government of Newfoundland and Labrador
Conflict of Interest Advisory Committee for non-elected public office holders
since 2008. She has been a frequent guest lecturer at numerous conferences.
