The Honourable André F. J. Scott, Chairperson
of the Canadian International Trade Tribunal, is appointed a Judge
of the Federal Court to replace Mr. Justice R. Mainville, who was
appointed to the Federal Court of Appeal on June 18, 2010.
Mr. Justice Scott received a Bachelor of Arts (B.A.) in 1972, a
Bachelor of Civil Law (LL.L.) in 1975 and a Masters of Law (L.L.M.)
in 1980 from the University of Ottawa. He was admitted to
the Quebec Bar in 1976.
Mr. Justice Scott was appointed Chairperson of the Canadian International
Trade Tribunal in February 2008. Prior to that, he was Vice-President
of Corporate Affairs, Corporate Secretary and General Counsel of
litigation services for Polycor Inc. (1999-2010). He was Vice-Chair,
Vice-President of legal services and Registrar of the Agricultural
and Food Marketing Board of Quebec (1995-1999); Assistant Secretary
of the Secretariat of Canadian Intergovernmental Affairs for the
province of Quebec (1993-1995); Chief of Staff of the Minister of
National Defence, Minister of Communications and Minister of Consumer
and Commercial Relations (1989-1993); Special Advisor to the Minister
of Energy, Mines and Resources (1987-1989); legal counsel and Corporate
Secretary with Atomic Energy Canada (1980-1986) as well as with the
law firm Taché and Pharand (1976-1980). His main areas of
practice were corporate and business law and international acquisitions.
Mr. Justice Scott was past Secretary for the Quebec Bar Association.
He has been an instructor and guest speaker at various conferences.
The Honourable Donald J. Rennie, Assistant Deputy
Attorney General with the Department of Justice Canada in Ottawa,
is appointed a Judge of the Federal Court, to replace Madam Justice
E.R. Dawson, who was appointed to the Federal Court of Appeal on
December 28, 2009.
Mr. Justice Rennie received a Bachelor of Arts (B.A.) from the University
of Guelph in 1975 and a Bachelor of Laws (LL.B.) from Dalhousie University
in 1978. He was admitted to the Ontario Bar in 1981, the Yukon Bar
in 1982 and the Alberta Bar in 1985.
Mr. Justice Rennie was Assistant Deputy Attorney General (Litigation)
with the Department of Justice (2006-2010), Senior General Counsel
(2000-2006), General Counsel (1993-2000), Senior Counsel (1987-1993)
and Counsel - Civil Litigation (1981-1987). He was a law clerk at
the Ontario Court of Appeal (1980-1981) and to the Supreme Court
of the Yukon Territory (1978). His main areas of practice were matters
regarding the Charter of Rights and Freedoms, public and
constitution law, tort liability and commercial law.
Mr. Justice Rennie was Chair of the National Litigation Committee
and co-chair of the Supreme Court of Canada Committee. He has been
a member of the Advocates’ Society and a member of the Board
of Directors. He has been co-author of Federal Court Practice since
1988 and also co-author of The Annotated Crown Liability Act 1995.
He was a panellist at several legal conferences and the author of
numerous articles.
