CALL FOR PROPOSALS
TIME-LIMITED OPERATIONAL FUNDING

Thank you for your interest in Time-Limited Operational Funding (TLOF) through the Victims Fund. Due to the high level of demand, all available TLOF funds have been allocated for the 2012-2014 period.

Introduction

The Federal Victims Strategy (FVS) consolidates all work of the federal government related to victims of crime into one objective:  to give victims a more effective voice in the criminal justice system. 

The Policy Centre for Victim Issues at the Department of Justice Canada, through the Victims Fund, offers grants and contributions to support the projects and activities of victim serving organizations across Canada.  Time-Limited Operational Funding (TLOF) grants are available under the Victims Fund and are intended to provide funding to a limited number of victim-serving, non-governmental organizations (NGO) whose programs and activities are aligned with the Victims Fund and Government of Canada priorities.  TLOF grants will help NGOs maintain services by covering operating expenses such as staff payroll, office space rental and limited capital expenditures. 

The objectives of the Victims Fund, which support the objective of the Federal Victims Strategy to give victims a more effective voice in the criminal justice system, are:

  • To enhance victim assistance programs across Canada;
  • To promote access to justice and participation in the justice system and the development of law, policies and programs;
  • To promote the implementation of principles, guidelines and laws designed to address the needs of victims of crime and articulate their role in the criminal justice system;
  • To contribute to increased knowledge and awareness of the impact of victimization, the needs of victims of crime, available services, assistance and programs and legislation; and,
  • To promote, encourage and/or enhance governmental and non-governmental organizations’ involvement in the identification of victim needs and gaps in services, and in the development and delivery of programs, services and assistance to victims, including capacity building within non-governmental organizations.

Funding Parameters

TLOF may be granted to victim-serving organizations for a maximum of $75,000 per year per recipient for a maximum of two consecutive fiscal years.  Organizations may reapply for subsequent TLOF prior to the end of the original two-year funding period.

Eligibility Criteria

Applicants must meet the following criteria to be considered for TLOF, providing proof that their organization: 

  • Is a victim-serving organization;
  • Has objectives and activities that support the Federal Victims Strategy and the Victims Fund; and,
  • Has internal accountability measures.

Assessment Process

Applications will be reviewed by Department of Justice officials from the Policy Centre for Victim Issues and the Programs Branch.  The following factors will be taken into consideration when reviewing applications for TLOF:

  • The extent to which the projects/activities of the organization directly support the Federal Victims Strategy (FVS) and advance the objectives of the Victims Fund;
  • The Department’s previous experience in working with the organization, the degree of collaboration, and the quality and success of their projects/activities and, if applicable, previously funded project(s)/activity(ies);
  • The degree of expected impact of the investment;
  • The expected successes following 2 years of financial support;
  • The degree to which the project/activity meets the social dimensions of sustainable development;
  • Whether the organization is well established, has a high level of credibility, and support from the community;
  • The financial sustainability plan after the funding ends; and,
  • The public recognition by the recipient of the Department’s financial contribution.

Preparing an Application Package

Step Two: An application package must be completed and signed by an authorized representative of the organization.  In order to be considered in the assessment process, submitted application packages must include the following documents:

  • Completed original and signed application form with all required information including:
    • Current audited financial statement;
    • Work Plan, Strategic Plan and/or Business Plan;
    • Budget;
    • Letters of support.
