In 2001, Corporal Greg Fleet came up with an idea for a program that would help Regina deal with its car theft problem. He created the concept for an alternative measures program specifically for youth involved in first-time auto theft.

This led to the establishment of the Help Eliminate Auto Theft (HEAT) program, which began accepting referrals in 2002. The program is a partnership of several agencies, including the Regina Alternative Measures Program, the Regina Police Service, and the Saskatchewan Government.

The program is designed to prevent the participating youth from re-offending. It includes 22 sessions of a cognitive skills workshop called Thinking for A Change, which covers various topics such as responsible thinking and community involvement.

As called for in Fleet's proposal, HEAT provides youth with an individually tailored program to help them deal with factors causing criminal behaviour. Through the program, youth can access a variety of services, like substance abuse counseling and family support. "It's a whole package. With youth, there's often a whole range of issues to deal with," says Fleet.

The program is designed to encourage young people to feel accountable for their actions. Through HEAT, young people are given the chance to meet their victims in person, which can help them understand how their actions have affected others. The program also provides the participating youth with employment opportunities so they can help cover the cost of damages incurred from their offence.

So far the program has been successful. Since it began accepting referrals, most of the participating youth have not re-offended.
