Purpose: Aboriginal Legal Services of Toronto has entered into a contribution agreement with the Department of Justice Canada to operate the Community Council Program. The Community Council Program is a criminal diversion program for adult and youth Aboriginal offenders who live in Toronto. The Program removes Aboriginal offenders from the criminal justice system and brings them before members of the Community Council. The Community Council is made up of men and women who represent a cross-section of Toronto's Aboriginal community. The Community Council develops a plan by consensus that allows the offenders to take responsibility for their actions, address the root causes of their problems, and reintegrate into the community in a positive way.
