Technical Assistance Partnership

About the Partnership

The Department of Justice Canada’s Technical Assistance Partnership (the Partnership) mobilizes departmental expertise, and legal and justice-sector experts from across Canada to support international justice initiatives. The Partnership is funded by Global Affairs Canada (GAC).

The Partnership’s goal is to help eligible countries strengthen:

  • access to justice
  • the rule of law
  • human rights
  • the implementation of international law
  • legal frameworks that support economic growth, trade and investment
  • justice-sector responses to security threats

The Partnership helps create more stable, secure and predictable legal environments that enable economic development, trade and peaceful societies. The Partnership develops initiatives that typically last approximately 12 months in collaboration with GAC and other partner institutions. These initiatives help strengthen Canada’s collaboration with reliable trading partners and allies around the world, and support work on common justice, economic and security challenges.

Objectives

The Department of Justice Canada’s Technical Assistance Partnership focuses on two main objectives:

1. Help increase access to justice in partner countries

The Partnership helps partner countries deliver accessible, fair and people-centred justice for vulnerable groups. Through legal support, the Partnership contributes to the rule of law, human rights and the implementation of international law.

2. Engage people in Canada in international development

The Partnership brings together legal and justice-sector experts from across Canada to support partner countries and advance Canada’s international assistance and foreign policy priorities.

Through knowledge exchanges, deployments and events, the Partnership helps people in Canada better understand global justice challenges and how Canadian expertise can help support sustainable reform.

How the Partnership works

The Technical Assistance Partnership delivers support through a collaborative, partner-driven approach. It is grounded in mutual learning and respect for national contexts and legal traditions.

The Partnership develops initiatives in response to requests from partner countries. Support may include legal analysis, policy advice, program design, training and technical exchanges. Activities are tailored to local needs and delivered by experts from the Department of Justice Canada and across the Canadian justice sector.

Through collaboration with partners, the Partnership identifies practical, sustainable solutions that strengthen institutions long-term.

Partners

The Technical Assistance Partnership partners with national-level governments in countries eligible for Official Development Assistance, as defined by the Organisation for Economic Co-operation and Development (OECD).

Partner institutions may include:

  • ministries of justice
  • courts
  • prosecution services
  • correctional services
  • human rights and law reform bodies
  • legislative institutions
  • other government entities responsible for the administration of justice, social justice policy or the rule of law

Contact us

Each year, Canadian embassies and high commissions may submit proposals to GAC in response to requests from eligible countries. Proposals are reviewed through a competitive process led by GAC.
