Figure 2 above is a broken-line graph showing the number of adults charged with drug offences, by type of offence, in Quebec from 1977 to 1998. The X axis shows the year; the Y axis shows the number of adults charged, in increments of 1,000, from 0 to 6,000. There are two broken lines: the first (dark blue) shows the number of adults charged with drug possession; the second (pink) shows the number of adults charged with drug trafficking, importing and growing.

The number of charges of drug possession from 1977 to 1998 ranges from 2,816 to 4,032. The number remains fairly steady, with minor fluctuations tending slowly upward over the years.

The number of charges of drug trafficking, importing and growing increases considerably, from 1,031 in 1978 to 4,792 in 1996, where it remains steady until 1998.
