Figure 2 above is a broken-line graph showing the number of adults charged with drug offences, by type of offence, in the Prairie provinces from 1977 to 1998. The X axis shows the year; the Y axis shows the number of adults charged, in increments of 2,000, from 0 to 16,000. There are two broken lines: the first (dark blue) showing the number of adults charged with drug possession; the second (pink) showing the number of adults charged with drug trafficking, importing and growing.
The number of adults charged with drug possession from 1977 to 1998 ranges from 3,457 to 13,821. The number decreases markedly until 1991, and then remains stable until 1998.
The number of adults charged with drug trafficking, importing and growing is lower and remains fairly stable with an upward trend over the years. It fluctuates between 1,633 and the 1998 level of 2,739.
