Violent victimization and access to victim services in Canada
- To register to receive information, a victim must meet the definition of a victim under the Corrections and Conditional Release Act (CCRA). Victims of federal offenders must be at least 18 years old or legally emancipated or demonstrate they can act for themselves. Victims can register with the Correctional Service of Canada or the Parole Board of Canada.
- According to the Corrections and Conditional Release Statistical Overview (CCSRSO) year end data for 2023–2024, there were 8,970 registered victims. A total of 1,569 registration requests were received during the 2023–2024 period. Of those, 1,296 were approved registration.
- Sixteen percent (16%) of the registered victims were male, while 44% of them were female. Forty-one percent (41%) of them were either another gender, no information provided, or unknown.
- One in ten (10%) of the registered victims fell with the 18 – 30 age range. One third (33%) were aged 31 to 50, 39% were between 51 to 70 years, and 12% were 71 years or older.
- Offences causing death accounted for half of offences of victimization (50%). Sexual offences were the second most common offence of victimization (22.4%), and assaults counted for 7% of victimization.
- In the fiscal year of 2023–2024, CSC made a total of 51,889 contacts with victims. Of those, 4,975 were to share offenders’ information, and 4,975 were for administrative purposes.Footnote 9

- Among all offenders—both supervised and incarcerated, regardless of the presence of a victim’s statement—4% of those who received at least one victim’s statement were supervised offenders, while 5% were incarcerated offenders.
- For offenders with at least one Victim Statement on file, fewer than 1% of victims were children under 18 years old, 43% were between the ages of 18 and 50, and 41% were between the age of 51 and 70, while 6% were over the age of 70.
- Of all the victim statements on file, 45% of statements were submitted by females and 12% were submitted by males.
- Regarding ethnicity, 40% of the statements were submitted by non-Indigenous victims, while 4% of the statements were submitted by Indigenous victims. Approximately 2% of the statements were submitted by Asian victims, 32% by Caucasian victims. Notably, the ethnicity of over half (60%) of the victims was unknown.
- For offenders with at least one victim statement on file, 43% of victims were associated with offence causing death, 22% were victims of sexual offences, 10% were victims of assaults, and 5% were victims of driving offences.
