Annual progress reports on implementing the United Nations Declaration on the Rights of Indigenous Peoples Act
The Government of Canada, in consultation and cooperation with First Nations, Inuit and Métis, prepares annual reports on the progress made to implement the United Nations Declaration on the Rights of Indigenous Peoples Act (UN Declaration Act), including implementation of the Action Plan and measures to ensure the consistency of federal laws with the UN Declaration. Fifth annual progress report
Tabled on August 19, 2026, the fifth annual progress report is the third to report on progress to implement the Action Plan and its 181 measures.
The perspectives of 71 First Nations, Inuit and Métis rights holders and representative organizations and reporting from 47 federal government departments and agencies form the foundation of this year’s report.

This year’s annual report continues to reflect their voices and insights, helping ensure that reports on progress respect culture, gender and intersectionality.
This broad and inclusive approach helps to amplify their recommendations for implementation, including on how the federal government is working to uphold Indigenous rights under the UN Declaration Act.
