UNDA Training and Presentations to Federal Officials: June 2021 – January 2024 Summary
Summary of Outcomes:
- Two public service wide events on the UN Declaration Act (UNDA) delivered through the Canada School of Public Service (in 2022 and 2023), which involved presentations by Indigenous experts and federal officials and were attended by more than 4,000 officials. The training was also made available virtually to those who could not attend the live sessions.
- 19 in-house introductory and advanced UNDA training sessions prepared by the Aboriginal Law Centre in consultation with the United Nations Declaration Act Implementation Secretariat were delivered through Justice Canada’s Centre for Legal Education Services to federal officials, reaching around 530 federal officials and 390 Justice Canada counsel.
- Targeted UNDA training was provided to specific departments including the Department of Fisheries and Oceans, Health Canada, Correctional Service Canada, as well as Central Agencies (Privy Council Office, Finance and Treasury Board Secretariat).
- UNDA presentations were delivered to various interdepartmental committees, working groups and task forces such as the Interdepartmental Collaborative Committee on Indigenous Data (ICCID), the Northern Federal Council and the Advancing and Influencing Reconciliation (AIR) Network.
- UNDA presentations have been given to Justice Canada counsel across departments during learning days that reach entire portfolios, such as the Business Regulatory Law Portfolio and during learning days that reach lawyers across portfolios such as those provided by the Legislative Services Branch, the Human Rights Law Section, the Constitutional, Administrative, and International Law Section and the Centre for Information and Privacy Law.
- On October 18-19, 2023, Justice Canada’s UN Declaration Act Implementation Secretariat hosted an interdepartmental workshop focused on bringing together officials from across departments and agencies to discuss and coordinate the implementation of the UN Declaration Act and, more specifically, the recently released UN Declaration Act Action Plan. A presentation was given on the scope of legal obligations in the UN Declaration Act including as they relate to the implementation of the Action Plan. Over 130 officials from 35 federal departments and agencies were in attendance, with an additional 225 officials listening virtually.
- UNDA presentations have been made to various conferences and external advisory committees such as the Housing Advisory Council, the Canadian Institute for the Administration of Justice, Conference Board of Canada, and the Association des juristes d’expression française de l’Ontario (AJEFO).
