The United Chiefs and Councils of Manitoulin (UCCM) is a Tribal Council representing six First Nation communities on Manitoulin Island with a population of over 10,000.
The UCCM Justice Program is a pre-charge diversion, post-charge diversion and sentencing co-advisory program based upon traditional Anishnaabe beliefs of prevention, being accountable for an offence, making amends to the victim and healing. The Community Justice Panel develops an appropriate plan of action for youth and adult offenders who have accepted responsibility for the offence. The Program serves UCCM Band Members on and off reserve in the Manitoulin District.
Through orientation by the UCCM Justice Program, community members are encouraged to participate on the Community Justice Panel circle and become actively involved in delivering justice in a restorative, appropriate and community-based manner consistent with the values, traditions and culture throughout the UCCM territory. More than 300 justice circles have been held by UCCM Justice.
The UCCM Justice Program also includes a youth program, the Zoongaabwe-od Eshniigjik Program, for 12 to 25 year old clients referred from the UCCM justice circles or court system. The youth program has three components: teaching circles, culture and community involvement, and workshops.
