Purpose:

The applicant will be working with provincial government officials to develop a justice system response to youth involved in guns, gangs and drugs or at risk of becoming involved. The proposal focuses on a population of youth that operate in a defined group and commit criminal offences, breach court orders and enter custody collectively and repeatedly. The applicant will examine the issues surrounding this target population, develop a report that describes the issue, identify best practices, and recommend long-term intervention strategies.
